What's the earliest/canonical reference for the fact that every pseudomonad on a bicategory has an Eilenberg–Moore bicategory? The only place I know this is stated is Lack's A Coherent Approach to Pseudomonads, but this can be a little intimidating, as he's working in an arbitrary Gray-category.
From what I can tell, it looks like Street may have been the first to define the bicategory of pseudoalgebras in Fibrations in bicategories, though he works at a similar level of abstraction.
