I am working on something related to the following question:
Let and be bicategories and be a functor between the underlying categories. Under which conditions does come from an pseudofunctor ?
Of course this is too broad, just checking to see if anybody got some leads
There is a model structure on bicategories: Steve Lack, A Quillen Model Structure for Biategories, K-Theory 33: 185-197, 2004 (couldn't find a link to the article). If C and/or D are cofibrant and/or fibrant in that structure, you might be in a good position to find a lift.
